Is C a failing grade?
A grade of C or better is required to earn a Passed; a C- or below will earn a Not Passed grade. A grade of C- may satisfy many requirements (e.g., General Education, elective) but a Not Passed grade will not earn any credit or satisfy requirements.

An A- is a 91.25, halfway between 90 and 92.5. Etc. Grades between these are averages. For example, an A/A- is numerically (95+91.25)/2=93.125, which is an A slightly lower than 95/A.

More Definitions of Satisfactory grade
Satisfactory grade means a grade of c, or 2.0 on a 4.0 scale, or better in each preservice program course. Satisfactory grade means a “C” in undergraduate studies, a “B” in graduate studies or a professional degree program, or “Pass” for courses designated as pass or fail.
Because the objectives are so wide, and unless you have a lot of professional experience, preparing for this test will take some time. ComptTIA A+ passing percentage has been declared unofficially at 30%.
A letter grade of a D is technically considered passing because it not a failure. A D is any percentage between 60-69%, whereas a failure occurs below 60%.

Short answer is Yes and they do care about whether it is A or A+ or A-. Colleges see the full transcript and they review not only the grades but also the type of courses, whether they are regular, honors, AP etc. The rigor of the curriculum is as important a factor as the grades.

It does matter. If I were reading your transcript as part of a graduate school application, all those A+ grades would set you apart from applicants with straight As. The same would be true if you were applying for a job. More importantly, the work you're doing to earn A+ grades is impressing your current faculty.
Is 3.5 GPA an A?
