Is it compulsory to pray witr?

'" The literal meaning of witr is "chord of a circle".

All prayers are Sunnah. Wajib means Fard and Obligatory. Witr is Not Wajib/ Fard so it makes it Nafl prayer.

Is Qunoot compulsory in Fajr?

Only the 4 Fard is obligatory. The Witr is considered almost essential but still not Fard. The Sunnah are additional blessings but still not Fard. The Taraweeh salaah which are offerred during Ramadan are also not obligatory.
While the five daily salah are wajib/fard (obligatory), Sunnah prayer (and other sunnah deeds) are Mustahabb (encouraged) -- those who perform them will earn a reward in the afterlife, but there will be no punishment for neglecting them.

What should we recite in Witr?
For the three rakat of Witr, it is the Sunnah of Prophet Muhammad (ﷺ) to recite Surah Al-A'la (chapter 87) for first rakat, Surah Al Kafirun (chapter 109) in the second, and then Surah Ikhlas (chapter 112) in the final rakat. Stress again, this is not mandatory but the Sunnah of the Prophet.
It is a four rak'ah prayer in Sunni Islam. The two Sunnah rak'ah following the Isha' are highly recommended and so is the three rakat Witr. There are a few optional prayers that can be recited after the Isha' prayer, including the Nafilat ul-Layl prayers (together termed tahajjud), as well as the tarawih in Ramadan.

From ahadith, we know the Holy Prophet(sa) generally offered eleven rak'aat during Tahajjud prayer (eight nawafil and Witr prayer) however at times he also offered two nafl after Witr prayers too, totalling 13 rak'aat.
